Continuing the theme of DERs playing an important role in stabilizing electric grids considering climate-driven impacts, this session will focus on California’s regulatory-driven DER programs overseen by state regulators, utilities and grid operators. With significant advances in DR and energy efficiency approaches delivered through third-party implementers, we will take a detailed look at the following aggregator-centric DER programs, including the CEC’s demand-side grid support (DSGS) program, the CPUC’s Market Access Program (MAP), and the CPUC’s Emergency Load Reduction Program (ELRP).

Advisor to Vice-Chair Gunda, California Energy Commission
Erik Lyon currently serves as an Advisor to California Energy Commission Vice Chair Siva Gunda. In this role, he specializes in demand response, distributed energy resources, retail rate design, and wholesale electric market design. Erik started at the CEC in 2019 as the Data Science Technical Lead within the Energy Assessments Division. He earned his Master of Environmental Management from the Yale School of the Environment (formerly Forestry and Environmental Studies), focusing on energy economics and policy analysis. Before graduate school, Erik worked as an energy efficiency policy, planning, and evaluation consultant at EMI Consulting (now part of TRC Companies, Inc.) in Seattle. He earned his bachelor’s degree in Economics from Whitman College in Walla Walla, WA. When not nerding out about energy policy, Erik can be found at the park with his dog, playing his guitars, or watching birds in the mountains or his backyard.
Program & Contract Manager, Southern California Edison
Christopher “aka Big Chris” Scott is a Contract Manager, Program Manager, and Speaker. He is an alumnus of Cal State Fullerton and holds a Certification in Program Management from Cal Tech. With his 20-years of experience working for SCE, he has been a leader and active participant in the changing landscape of energy efficiency. In his off time, you may find Chris spending time with his wife and six-year-old son, or riding through the local mountains and trails on his gravel bike or mountain bike.
Associate Program Manager, Olivine
Devon is an Associate Program Manager and the Market Operations Team Lead at Olivine, Inc. She manages the SCE Emergency Load Reduction program implementation and operations for Olivine. Previously, as Market Operations Team lead she focused on wholesale market integration, optimization, operation, and analysis for Olivine resources. Devon comes to Olivine with an M.S. in Energy Systems from the University of California, Davis and prior experience optimizing the operation and analyzing the efficiency of large district energy systems.
