The CFL Market: Past, Present, and Future

Description:
CFLs have been the bedrock of energy efficiency programs across the country, providing 60 to 80 percent of residential energy savings for mature program, yet regulators in a number of states are proposing to reduce or eliminate funding for programs that subsidize general service (bare spiral) CFLs. The reasons most frequently given are declining net-to-gross ratios, perceived market transformation, and the approaching effective date for lamp efficiency standards established in the Energy Independence and Security Act of 2007 (EISA 2007).

Recent research published by the Department of Energy based on reliable empirical data sets suggest that the CFL market is far from transformed, that socket saturation is low and highly imbalanced, and that CFLs offer substantial energy savings potential even in regions with long-standing CFL programs. EISA 2007 will indeed lead to major changes in the residential lamp market, but may also have unintended and unexpected consequences. Regulators, utilities, and other energy efficiency program sponsors that want to avoid loosing the substantial energy savings still available from CFLs need to reframe their program objectives and pursue new implementation strategies.

Stephen Bickel
Mr. Bickel is Director of Market Research at D&R International. His team provides market research and analysis to support the U.S. Department of Energy’s ENERGY STAR program with particular attention the markets for ENERGY STAR qualified products. His team prepared the ENERGY STAR CFL Market Profile published in March and has just completed two additional profiles of the Refrigerator and Water Heater Market markets. Mr. Bickel has been supporting and directing resource efficiency programs for over 12 years and holds a Masters of Science from MIT.

Bob Balzar
Mr. Balzar is Conservation Resources Director at Seattle City Light. He is responsible for the planning, design, implementation and verification of Seattle City Light’s conservation, customer load management and small scale renewable programs. Oversees staff of 91 professionals and directs yearly budget in excess of $40M. He has 30 years experience in engineering, marketing and utility management. His past experience includes serving as Director of Marketing and Product Development for Pinnacle Homes in Las Vegas; 21 years at Sierra Pacific Power and Nevada Power Companies, in a variety of engineering and leadership positions; and five years leading a team that developed/grew the Energy Efficiency and Conservation Department at these two utilities. Mr. Balzar is a member of the Board Member for the Northwest Energy Efficiency Alliance. He previously served on the State of Nevada Task Force on Renewable Energy and Energy Conservation and as a Board member of Southwest Energy Efficiency Program, Boulder, Colorado.

Mike Borgos 
Mr. Borgos is manager of market analysis for OSRAM SYLVANIA. The company sells lighting products for homes, businesses and vehicles primarily under the SYLVANIA brand name, and also under the OSRAM brand. His responsibilities in the company’s corporate strategic marketing group include market forecasting, market share analysis and reporting, and management of long range in-depth planning studies. His activities encompass a wide variety of lighting technologies and sales channels.  Mr. Borgos is experienced in marketing research, sales forecasting and analysis, as well as retail merchandising and promotion evaluation,. His previous experience also includes demographic and economic analysis. Prior to joining OSRAM SYLVANIA in 1997, he held a variety of positions at Avery Dennison, an office supply manufacturer. He began his career as an urban planner. Mr. Borgos holds a Bachelor of Architecture degree from the University of Michigan in Ann Arbor, Mich., and master’s degrees in public administration and community planning from the University of Cincinnati.

Richard Karney, P.E.
 
 
Currently is product program manager for the Department of Energy’s portion of the Energy Star Program, a joint program with the US Environmental Protection Agency.  Serves as US Representative on the International Energy Agency (IEA) Energy Conservation in Buildings and Community Systems Executive Committee, which manages international collaborative research and development. Previous was Director of the Office of Building Systems and Office of Building Equipment within the Office of Building Technologies at the Department.  Prior to coming to work for the Department, worked for the US Army Corps of Engineers at Fort Belvoir, VA, US Naval Facilities Engineering Command Western Division, San Bruno, CA, the New York City Transit Authority, and while on active duty with the US Air Force was an Aerial Reconnaissance Weather Officer (Hurricane Hunter) at Ramey AFB, Puerto Rico.
