What Have We Learned About Behavior and Energy? Lessons Learned from the California Public Utilities Commission's Behavior and Energy White Papers

Description:
In 2008-2009, the California Public Utilities Commission sponsored a series of nine white papers to (1) summarize the state of knowledge in the energy efficiency program industry about energy efficiency and consumption-related behavior, (2) identify gaps in knowledge, and (3) suggest recommendations for energy program managers and policymakers and the research community for improving the design and implementation of programs.

This session will provide members with an opportunity to learn about—and question—some of the key findings from three of these studies, and discuss the implications for behavior-based program approaches.

 Ed Vine, Project Manager, California Institute for Energy and the Environment & Lawrence Berkeley National Laboratory

Speakers:
Jane Peters, Research Into Action - will discuss key lessons learns from process evaluation over the last 30 years.
Jane is the owner and Principal of Research Into Action, Inc. a social marketing and evaluation research firm specializing in energy efficiency, renewable energy, and environmental issues. She has over 25 years of experience in customer research, market assessment, program performance measurement and evaluation, strategic planning, and organizational analysis. She conducts projects in all market segments: residential, commercial, industrial and agricultural. Jane is well known for her process and market research and performance measurement work and for program evaluation training. Jane has a bachelor degree in Psychology from Occidental College in Los Angeles and a Ph.D. in Urban Studies from Portland State University in Portland, Oregon where her dissertation concerned psychological and economic determinants of thermostat setting behavior.

Steven Moss, M.Cubed - will discuss market segmentation.
Steven Moss is a co-founder of M.Cubed, a consulting firm specializing in resource economics and policy analysis, which over a fifteen year period has produced dozens of analytical and research reports focusing on energy and marketing issues. He’s the founder of San Francisco Community Power, a nonprofit that provides low- or no-cost energy and water management services to low income families and small businesses, and advocates for sustainable energy policies. His publications include “Community-Based Trading Mechanisms to Reduce Polluting Air Emissions and Address Global Warming,” in the Journal of Environmental Assessment, Policy and Management; “The Use of Demographic and Economic Forecasts in Air Quality Policymaking: Addressing Issues of Uncertainty,” in Environmental Regulation and Permitting, and numerous marketing studies focusing on agricultural commodities. He serves as an Adjunct Lecturer in the Public Administration program at Mills College. He has a B.S. in Conservation of Natural Resources from the University of California, Berkeley, and a Masters of Public Policy from the University of Michigan, Ann Arbor.

Michael Sullivan, Freeman, Sullivan & Co. - will discuss using experiments to foster innovation and improve the effectiveness of energy efficiency programs.
Michael Sullivan is the Chairman and Principal Consultant of Freeman, Sullivan & Co. He has directed numerous research and business planning projects involving utility customers including: end-use surveys; customer value of service studies; studies of customer satisfaction with service; evaluations of DSM programs, and studies of utility customer preferences for new service offerings and rates. Consulting in the utility industry for over 20 years, his clients include many of the largest utilities in the US, federal and state governments and regulatory bodies. Outside the utility industry he consults with a variety of Fortune 100 companies including Toyota Motor Corporation, International Paper Company and Google in matters related to customer perception of products and service and satisfaction. He completed his doctoral studies in Sociology at Washington State University in 1984, specializing in research methods and statistics.

The Brown Bag call will last approximately 90 minutes (1½ hours) depending on how many questions there are from the participants. There will be a limited number of call participants, so register soon. Registration Fees:

$100 AESP Member Registration Fee for 1 or more listeners sharing a single phone connection who are all AESP individual members.

$295 Non-Member Registration Fee for 1 or more listeners sharing a single phone connection when 1 or more of them are not AESP individual members. This price includes a 12-month individual membership in AESP for one of the non-member listeners.
